About the role:

The Victorian Sex Offenders Register was established by legislation in . The register requires Registered Sex Offenders (RSOs) to keep police advised of their whereabouts and other personal details and information, for the period of their registration. The legislation is aimed at reducing re-offending, facilitating the investigation of offences and preventing RSOs working in child related employment.

The Quality Assurance and Compliance Officer within the Sex Offenders Registry, maintains and undertakes essential functions on behalf of the Offender Management Division to ensure and maintain the sexual safety of the community. The role audits functions of the Sex Offenders Registry to ensure legislative compliance with the Sex Offenders Registration Act . The role also examines internal processes and functions and those of police across the state, who are responsible for the compliance management of RSOs in the community. The role will also assist to identify and share best practice regarding the management of RSOs through a continuous improvement lens.

Building the capability of Victoria Police’s management of RSOs, is a key aspect of this role.

Your duties will include:

  • Drive the development and implementation of internal quality assurance programs within the Sex Offender Registry.
  • Monitor and advise on best practice and continuous improvement strategies and initiatives, to best inform the Offender Management Division, police and work units from across the state.
  • Undertake Compliance and Quality Assurance audits examining and evaluating data relevant to various processes and databases, to identify trends whilst facilitating continuous improvement.
  • Conduct research and analysis on the effectiveness and efficacy of specific plans, program initiatives and practices.
  • Prepare high quality written reports which provide results, recommendations and implementation strategies which align with the direction of the division and the organisation.
  • Drive preparation and response to external agency audits, such as IBAC.
  • As the successful applicant, you will have:

  • A demonstrated ability to identify and implement continuous improvement initiatives and strategies, which relate to and incorporate complex and sensitive systems, legislative and regulatory frameworks, maintaining confidentiality and information management obligations.
  • Engaging communication skills that demonstrate highly developed written and verbal skills, which will motivate and influence a broad audience, including internal and external personnel and stakeholders.
  • Demonstrated ability to review and interpret statistical information and data to identify trends, patterns and issues and a demonstrated ability to provide expert advice and recommendations concerning complex technical and legislative matters.
  • Proven ability to monitor and constructively manage client and stakeholder expectations to ensure positive outcomes for the stakeholder and the Offender Management Division.
  • Demonstrated ability to read and interpret legislation, and identify how this legislation is relevant and aligns with the functions of this role.
  • Requirements and relevant information:

  • One x full-time, ongoing position available.
  • This position is located at Victoria Police Centre, Spencer Street, Docklands.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
  • The successful applicant will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
