Principal Quality and Technical Writer – Procurement

PERSOLKELLY is seeking a Principal Quality and Technical Writer – Procurement to work with our Local Council client in Brisbane’s Northern Suburbs.

About the team

Located on Brisbane’s North Side, the team is responsible through policy drafting and procedure writing to ensure compliance, the procurement process for this Council Department.

  • In this Role you Will

  • Lead, develop, and participate in the ongoing review and improvement of the team’s procurement functions, policies, procedures, frameworks, contract management, guidelines, processes, tools and templates.
  • Participate in the development of the Annual Strategic Procurement plans and plans for significant procurement activities
  • Provide assistance and coordination services to Audit for procurement complaints management and executive services reviews.
  • Lead and manage procurement communication, both internal and external.
  • Write formal reports, business cases and other forms of complex correspondence to a high standard.
  • Provide high-level commercial analysis and specialist advice on best practice procurement governance strategies and processes across Council.
  • Provide leadership, guidance and training to the procurement officers to drive a high performance, continuous improvement and a customer focused culture.
  • Build and maintain high level relationships with key internal and external stakeholders and work in a collaborative team environment to ensure efficient and accurate procurement outcomes are achieved.
  • Maintain effective working relationships with team members and all levels of management, with a focus on customer service.
  • Knowledge & Experience

  • Extensive experience in the development of procurement policies, frameworks, governance strategies and procedures.
  • Detailed knowledge and experience with contracts frameworks, including contract formation, drafting, negotiation and ongoing contract management.
  • Knowledge and experience with ‘go to market’ documentation, including tendering templates.
  • Excellent time management skills to achieve proficiency and effectiveness in managing conflicting priorities and meeting deadlines.
  • Demonstrated expertise in leading changes to procurement processes, templates, policies and frameworks
  • High level people, collaboration and relationship skills with ability to work in a team environment
  • Qualifications

  • Degree or postgraduate qualifications in a procurement, law, business-related discipline. A Bachelor of Law is most desirable.
